In that case you need ask support to the Flarum custom theme developer.
You seems are using a custom Flarum template.
Update:
Seems Home is the main category,
other tag are not main so this is why.
Seems other are sub-tags not main tab so is showed only when you click on main tab Home.
If you want always show all time, in the admin Flarum side you need move subtag to be main tag.
