meihuak flarum is an open source project, it offers no hosting. You can host it yourself, wherever you want.
There are some options to get managed flarum like freeflarum.com (serving from Germany I believe) and blomstra.net (currently serving from Germany but intending to open in other regions soon, uses global CDN for assets).
