Post streams use infinite scrolling and can be perma-linked via the number in the URL.
The discussion list currently doesn't show the perma-linkable page link, but the page links are available in the no-js version of the page so search engines are able to index pages fine.
Replacing the infinite scrolling with regular pagination is a lot of work. I think I remember seeing work done on that bu I don't remember where. It might not be publicly available.
