Add an API to check latest version of Flarum

Hi there,
If we could just check latest version of Flarum in admin panel, it would be great! Like a button to click and get version number from somewhere and show beside of current version.
I had 1.4.0 version and i didn't noticed 1.4.1 is released until now!
A little api to get latest version of Flarum will be useful to keep it update. 🙂

masihdindar you can install extiverse mercury for now and in the future there will be a package manager that helps with these things.
