Can we specify that some users can access some pages in the background？For example, some administrators need to manage files uploaded by other users, while the authority is in the hands of super administrators。

I'm not sure I understand your question.

Each extension provides its own pages and permissions. There is often a way to give moderation permission to specific groups.

A few extensions add their admin features to the admin panel. In that case only super admins can use those feature (for example, creating tags).

If you are talking specifically about the FoF Upload extension, I'm not sure it has any moderation UI at all.

You could use the FoF Impersonate extension to connect to a user account if you really need to access a feature from their account for which no moderation interface exist.

In fact, my requirements are not limited to this extension, but also others. Let me give another example: I need to allow others (administrators) to access the afrux/news-widget extension's modification notification page to publish notifications. (My Forum consists of a super administrator and several ordinary administrators. I need to give them certain background permissions so that I don't have to give the password of the super administrator to other administrators.)

If an action is only in the admin panel, there is unfortunately no way to let non-admin users access it.

You would have to request to the extension author to make the action available elsewhere and add a configurable permission.
