I've seen a few ChatGPT extensions that allow the ChatGPT AI to respond to existing posts, but I'm wondering about the potential as a "smart" content generator for starting forums. It would be a great tool to artificially produce starting content to make a forum seem "active" and have plenty of engaging content to prospective new members to begin building a community.

Has anyone seen anything like this in the wild yet? And can it even be done?

Up2Vex yes, I've seen that. I've also seen similar for Flarum. What I'm describing is a way to use ChatGPT to create topics, posts, replies, users, etc. to populate a forum with content. While it's easy enough to populate a forum with random usernames and content using a Lorem Ipsum generator, it's much more beneficial to use ChatGPT to do so as it would be actual smart conversation.
