meihuak are you referring to users what would insert only whitespace in the post body?
Flarum should not allow empty posts, but whitespace characters only can pass validation.
I don't think there's any extension at the moment to verify the post contains actual text.
Why are your users not writing content? Can you encourage them by making the community guidelines more helpful or by banning users who don't take things seriously?
