Usually the Flarum main page show all posts.
If you have a specific tag assigned to that discussion, the tag can have a settings to not show discussions in the main page. Only admin that has access to the Flarum backend can access and check, for example in your screen, if the Laravel tag has the option flagged to be not showed in all discussions.

You can also want sticky a discussion so will be pinned on top.

There's no theme that shapes Flarum to become like Laracasts. I also think that design is copyrighted by them. You could perhaps create a theme that is inspired by them or ask permission to recreate it for Flarum.

There are developers who can help you out with building a theme like this, paid or - if you're lucky - for free underServices or you can hope for sufficient crowdfunding underProposals once approved.
