I have created a new group from the "Permissions" section, I have given all the permissions in the "Developer" group to the Admin, but the users I added to the Developer group do not have permission to enter the "Administrator Panel". can i change from which php file?

Flarum does not support giving another group admin permissions. If you want to have a group that has access to the admin panel, name the original Admin group "AP Access" and make it a hidden group. Then build your groups around it for visual purposes towards the community.

arefh admins always see all permission groups of users. Log out of your account to see what others see.

What I meant is, if developers and admins both need access to the admin panel, rename Admins to Elevated or Staff and assign those users to that group. Then mark it invisible and create groups that reflect the outward roles these people have like Developers and Admins.
