3000 member isn't really that much. Can you clarify what the 7 GB data contains of, is this purely discussions or does this also include uploads?
Overall I don't think you need anything fancy; any shared hosting provider that offers recent PHP versions and a terminal could be sufficient.
If we'd know about your requirements we could finetune this answer.
