SkakashiS Apologies, I'm not 100% sure if your response is directed towards me. However, assuming it is, I'll attempt to clarify what I meant with my prior post.
My interpretation of your first post, was meaning that we can add anchors directly into the [Forum Description] &/or possibly the [Welcome Banner] field within the Admin interface [Basics] section(...?)

I attempted to directly add an anchor to both the [Forum Description] & the [Welcome Banner] fields, although it didn't work for me.
How did you do it?
And regarding the Welcome Hero hyperlinks that are currently working at Anomalum. I actually used a different method to achieve this.
Instead of adding anchors to the [Basics] section fields, what I did was integrated anchors with some [Custom Header HTML] JavaScript that I'm using to modify the Welcome Hero subtitle section into multiple distinct paragraphs, rather than being a singular block of text.
Also, I'm unsure if this makes any difference, but I'm using slightly different anchors than the one you've exampled. They're basically the same, just with the inclusion of noreferrer, eg: <a href='example.com' target='_blank' rel='noreferrer'>Example text</a>.
