Legally required cookie warning for European countries

Hi there!

I write because it would be necessary to include an extension that can display notice cookies. This notice is required by law in the European Union.

It should be displayed in a layer above the text. The user must consent to the use of cookies and it should be possible to include a link to the page 'legal notice'.

We can't use Flarum in our sites without this warnig layer

There are certain 3rd party websites which allow you to display the cookie notice on your forum.

An extension is much better than any 3rd party solution.

You don't have to display that information in every case.

The Cookie Policy (banner usage) will likely go away in 2018, but with a twist.
