You can test run flarum 2.0 beta using composer:

composer create-project -s beta flarum/flarum <target directory>

Understand that this is for testing purposes only, using Flarum 2.0 during beta in production is not recommended.

wallet system; too vague to say anything about, but i'd recommend looking at some of the extensions for 1.8
paid reading system; something like this exists for 1.8
red envelope function; seems to relate to payments
voting function exists in gamification and polls with 1.8, and both are likely going to be ported to 2.0 fast
optimize html5 for mobile users; flarum is already mobile first and not slow, 2.0 will make considerable additional improvements
