Installing Flarum On Azure Web App?

Hi,
I am trying to install flarum on azure as a web app but it won't work. Ive installed composer and uploaded all the packages but when I go to the console it won't allow any of the commands. If your not meant to go to the azure console where do I go?

Heres the site (Just installing it on this URL since im testing it):

I don't have a config.php file. Was that included or was I meant to write one myself.

My webserver is Microsoft Azure. I am installing it on a Web App. Its a shared environment but I do have access to the console/command line and many tools to customize my site so its like a VPS.

Php Version as displayed in console:

Zend Engine v2.4.0, Copyright (c) 1998-2014 Zend Technologies

So Far ive uploaded the files to the server. Ive turned on composer. Ive gone to the console and none of the commands will work.
