GOD The results can also vary based on your own server setup. For example, I just a moment ago tried to reach your site OP ( krakmh ) from the URL that was shown in your screenshot and it timed out on me. I suspect that more than 1/2 of your issue has to do with your host.
GOD achlys It would help to know if you are using Apache or Nginx for your host. As there are some steps you can take to optimize it. For example, cache static content. There are many online (free) tools that can help you quickly Minify (compress) your JS files. Although you'll want to 1st test it out. https://javascript-minifier.com/

GOD achlys Upgrade to 2.4 if possible as you'll give yourself a much-needed speed boost. 2.4 was released almost 5 years ago (1/2 a decade); which has given it time to mature.
