If a language pack wanted to get its Moment.js localisation directly from source, it could include Moment.js with bower and compile a config.js.
The point is, it is not core's responsibility to provide any localisations for languages other than English. Nor should we force Moment.js's default localisations on language packs (they may want to use a custom localisation).
