temey74938 it is up to you whether you would like to start simple and fresh or on your own
I'd recommend you to first try out Flarum by having a FreeFlarum forum, as you can migrate away very easily in just couple of steps (download your database and avatars, and then just import the database & copy avatars at your server - simple enough).
Although FreeFlarum is not designed for big forums, we've got some with more than 400 users that are operating fine on their own. And if you will hit the absolute limit (eg.: so much users that FreeFlarum won't handle it), we'll notify you.

I haven't used cPanel myself, so I can't help you with this. Installing Flarum on shared hosting should be possible, but is a lot harder than it is at VPS with root access. Someone else might help you with this.
