Forums are usually free to use for the community, whether the hosting of the forum is free or not. In the case of paid hosting, a forum provider might be more inclined to insert ads to cover his costs, but the same will be true in the case of Freeflarum, so there won't be a big difference either.
Or do you mean, that the forum admins loose interest? That may be true indeed.
Overall (not restricted to free hosting and not restricted to Flarum) it's my general impression, that each fairly successfull forum comes with at least 10 unsuccessful attempts. Setting up a forum in technical terms is always the least difficult part of it.
