Windows server 2012 Flarum Setup (PAID WORK)

i need to Setup of flarum on a windows 2012 server I have.
I'm using xamp, and have already added all php extensions the allowoveride but its still producing errors.

If someone can help me fully document how to get flarum up and running on a windows PC I will give you a decent amount of money.

Been stuck on this for WEEKS HELP ME LORD

Can you describe the problem you've encountered?
Or even attach the log if you are able to.
