Bunch of guys are using shared hosting already. Most shared hosting these days offer ssh access by default (like fastcomet).
So i think Flarum won't have any problem running on low-end shared hosting. Just like what the description said on Flarum's main page.
This is why i love Flarum, it can run on any high-end to low-end hosting, even on shared ones!
