Chope It only gets "un-stickied" for them when the user marks it as read. This is already a thing in Flarum. This makes it so not all stickies are right on the top of the discussion list every. single. time. a user loads the page.
If the "un-stickied" discussion is again at the top, it means there's new posts / activity in that discussion.
Think of it like this: If you were a user, you wouldn't want to see the 15 stickied posts every time you load the forum, because you would've probably already read them, and would get tired of having to scroll down every single time.
