Akito sure, you can register an account on weblate, and you can start translating the thai language, your translation will be approved by mantainer 🙂

your GitHub username (register if you don’t have one)
weblate username (register if you don’t have one)

Vadim_RUNN actually we have a mantainer for russian language pack, but you can contribute on weblate, i think you are allowed to suggest translations.

Justoverclock I know Kitsune.solar is the maintainer. The problem I cannot generally find a Russian language option for Flarum in Weblate.
