Only on your own risk. It's still beta and lacks some basic features. Nonetheless it actually does work fine.

Curious, is it safe to say that upgrades from beta to beta are less buggy as betas progress? For example, is it simpler/smoother/easier to upgrade from beta.5 to beta.6 as opposed to beta.2 to beta.3?

Silly question but it does help decide something for me. ?

No, you cannot upgrade to the new beta.6 version without using Composer.

For now that'll be the only way you can go about installing Flarum for yourself. Once stable is upon us there should be a much easier method as you would find with most other free forum products. ?

Just released v0.1.0-beta.7 of the tags extension containing a fix for faulty permission logic (flarum/core1058, flarum/core1062). Run composer update to get it.

The announcement for beta 7 was for the tags extension alone, not core aka the full Flarum application.
