In order to provide an adequate answer let me first point out that Flarum is not a company. In fact each of the staff members are employed, still studying or have their own company in order to get by. We've recently started a patreon page with the goal to allow some of us to spend more time on development instead.

Flarum is not a business, it's open source. It's source is written by people who believe in the beauty @Toby set out to pursue in writing forum software. These people do so in their free time, next to aforementioned responsibilities to earn a living, but also next to an obligation to oneself staying in touch with or even caring for family and friends.

The quote by Toby means that the core team is working hard to get to a stable release. To be honest, I used to be on the receiving end of the line - yours - being frustrated about the lack of progress. However recently the pace has picked up immensely, the next release is closing in fast and it will include so many changes that it will most likely break all extensions without active maintainers.
It still needs time to get done though, because we want to push out something which is a step into the direction of a stable release. Meaning we don't wish to revisit that part of Flarum until then. This requires discussions back and forth, code reviewing and sometimes sleep to reconsider.

Every word of advice is always worth something! However your statement that the community is inactive is simply not true ? Let me give you an indication:
- In the past 28 days the amount of new users increased with 39%, the number of new discussions with 45% compared to the previous period. This trend has exploded over the last few months.
- In the past 6 months 54 new extensions were created, in the last month 12.
We're here to stay, we're here to build something awesome. You can decide to join this adventure, that's up to you, but please refrain from making statements that are based on assumptions and frustration.
