Howdy @PhantomByte.
If I'm understanding correctly, you're basically wanting to achieve something along the lines of the [Primary Tags] serving much like [XF Categories] aye?
If this is correct. Then I think all you would need to do is head on into the Tags extension control panel and then set the required [Primary Tags] selection as: [0] to [0].
